Meloni Urges Energy Sector Stability Pact Flexibility in Letter to EU Chief

Italian Premier Giorgia Meloni has reached out to European Commission President Ursula von der Leyen with a request to broaden the exemptions outlined in the Stability and Growth Pact. Meloni is advocating for these exemptions, currently applicable to defense spending, to be extended to include initiatives aimed at mitigating the energy-price surge resulting from the conflict involving Iran.

In her correspondence, Meloni urged the European Union’s executive body to widen the National Escape Clause. This clause presently covers defense expenditures, but she proposes it should also encompass investments and measures designed to address the ongoing energy crisis.

Meloni emphasized that without this extension, it would pose a significant challenge for her government to justify any engagement with the SAFE program, the EU’s mechanism for providing financial aid to member states for defense-related investments, to the public.

In response, the European Commission reiterated that its stance on potential suspensions or exemptions from the Stability Pact remains unchanged. The Commission highlighted that it has already offered member states several options to adhere to a framework of fiscally responsible constraints, maintaining a consistent approach to fiscal governance.
