In a concerted effort to bolster regional cooperation and further the European Union membership ambitions of Western Balkan nations, leaders from both the EU and the Western Balkans convened in Tivat, Montenegro. This summit marks a continuation of dialogues initiated six months earlier in Brussels, with a focus on “Shared Prosperity and Stability of the EU and the Western Balkans.” The discussions were heavily centered on the EU enlargement process, economic integration, and enhancing security cooperation, all set against the backdrop of escalating geopolitical challenges.
A major point of discussion was the Growth Plan for the Western Balkans, introduced in 2023, which earmarks up to €6 billion to facilitate necessary reforms and investments, thereby fostering closer economic ties with the EU’s single market. EU leaders reiterated their dedication to the integration of the Western Balkans into the EU’s economic structures, taking stock of the progress achieved so far.
The summit also addressed the critical need for enhanced collaboration in areas of foreign policy, defense, and cybersecurity. Particular emphasis was placed on building resilience against cyber threats and combating disinformation campaigns, as well as other external interferences that threaten regional stability.
Highlighting the EU’s pivotal role as the Western Balkans’ largest trading partner, investor, and donor, the summit underscored the necessity of ongoing reforms and strengthened regional cooperation. Such measures are seen as vital steps for these countries on their journey toward potential EU membership.
